Connect Your Lights to Other Smart Devices in Your Home
So, I believe that there is an issue in the interaction between Google Home and ISY Portal. However, I do want to ensure you are trying to dim a device and not a scene... As I mentioned - I usually just assign spokens to Scenes - so I've never expected those to be dimmable... I do know that dimming used to work with discrete devices though. Just to test, I created a test device - linked to a device and pushed to Google Home as a light.

Why Won’t My Smart Lights Connect to My Google Home?

Within the last week it seems my dimmers have been categorized as switches by google home. In the settings for each dimmer I see Light and therefore won't let me dim them whatsoever. Once you have turned night mode on, you can customize the settings to your liking.

I could set brightness with voice command or Google home app. Turning on light with voice command will set brightness at full. The physical panel of Wemo dimmer, Wemo app and Alexa work without any issue. If you want to see how much you’ve used your lights over time, you can access historical data about your light usage. Then, tap the light bulb you want to control and scroll down to the “Usage” section.

Mobilinc can not send ‘turn scene on at 50%’ because this command isn’t supported in the Insteon protocol. I believe switch can only be turned on or off. I don't have a Google Home, so I can only offer what works with the Echo.
You can turn off the Google Assistant at any time by following the steps below. You can even opt to group them according to rooms for easier control. Also, smart lights are energy-saving because they are 90% more efficient than incandescent bulbs, which can result in a lower electricity bill. There are, of course, also occasions when you don't want the smart display's screen to match the lighting of the room. And if you're not sure how to make it not dim or brighten automatically, we don't blame you - Google doesn't make this obvious. Luckily, Google thought of this with the Ambient EQ feature - something that allows the displays to match the brightness surrounding it. So, if something like the Google Home Hub is on the bedside table, it'll dim the screen to black when you turn out your bedroom lights before bed. I've tested the correct setup (ISY Dimmable Device exposed to Google Home as a 'Light') - and it still does not work.
